OVERVIEW OF COMMERCE DEVELOPMENT RESEARCH INSTITUTE (CDRI)


The Commerce Development Research Institute (CDRI), established in 2007 as a national-level think tank, is dedicated to advancing service innovation and supporting Taiwan’s economic transformation. CDRI serves as a platform connecting government, industry, academia, and research sectors, providing policy insights and integrated solutions to enhance Taiwan’s competitiveness and foster international collaboration in digital and service-oriented development.


Core values & roles

With extensive experience in promoting digital transformation, data governance, and cross-border cooperation, CDRI has long contributed to regional initiatives that align with AFACT’s vision of digital trade facilitation and interoperability.

Since 2025 November, CDRI assumed the role of AFACT’s Permanent Secretariat to further promote innovation, interoperability, and sustainable digital trade across the Asia-Pacific region.

General Secretary of AFACT

Dr. Anthony Chien (簡陳中)

Dr. Anthony Chien is General Secretary of AFACT, and concurrently Director, Center for International Development and Service, Commerce Development Research Institute (CDRI).
The CDRI is a semi-government research institute controlled by The Ministry of Economic Affairs(MOEA) of Taiwan. At the present, He is also both the expert of UN Centre for Trade Facilitation and Electronic Business (UN/CEFACT) and the chair of the TT&LWG, Asia Pacific Council for Trade Facilitation & Electronic Business (AFACT) and expert of Team of Specialists on ESG of UN/CEFACT. Before he also has been the Deputy Convenor of the Liberalization Steering Group (LSG) of APEC Telecommunications and Information Working Group.
